The ‘idea’ of special rights now goes to The Supreme Court? To be officially ‘counted’ as part of an overall population, doesn’t sound bad. When the status of ‘legal’ vs ‘illegal’ plus those who have a ‘right’ to vote comes in, the fun begins. Does The Constitution specify any special ‘rights’, due to population density, origin, or any other ‘exception’? Not only does it not, but this can not be adjudicated. Maybe our ‘Supreme Court’ could stay within Constitutional Limits, and require a referendum?
